when multiple pipelines start running steps on container first step runs on deployed by default container but other ones wait for new containers deployment

it would be nice to be able to:

• configure "kubernetes" to spin up as many kuberagents as possible on each VM (it will reduce waits on spinning up kuber agents);
• execute script (cmd/pwsh, whatever) on newly created VM
