SlaveSetup plugin running on a Windows master attempts to execute the Start and Stop scripts with sh:
just before slave testW2019 gets launched ...

The system cannot find the file specified
ERROR: Unexpected error in launching an agent. This is probably a bug in Jenkins
java.io.IOException: CreateProcess error=2, The system cannot find the file specified
Should be platform-aware, and only use sh on unixes/macs, and cmd on Windows'.
