As a Jenkins maintainer, I want to have the control who can use this plugin.  based the current understanding from the document,  there is no restriction in project level or log level to control what can be sent to Splunk. 

I want to have an access control to control which project can use this plugin or can't use this plugin, this would help us to better manager the data in Splunk.
