After jenkins restart, jenkins background program actually will read many jobs api/json if you have  thousand of projects in your jenkins; e.g.: https://<jenkins-website>/job/xxx/job/api/json,It contains all the information of the  recently build in api/json.

Only finish to read,your jenkins UI can normally open；

So,why jenkins must read api json, and how avoid to read these jobs api json for quick recover website after restart jenkins, or no way to solve it?

My jenkins version :2.289.2, had 9000 projects in jenkins, restart jenkins always spend  so long;
