Can't locate C:\Program Files (x86)\Microsoft Fxcop 10.0\FxCopCmd.exe

      Our jenkins is v 2.2989.3.  We encounter the following error when trying to configure Windows exe installation.

      C:\Program Files (x86)\Microsoft Fxcop 10.0\FxCopCmd.exe is not a directory on the Jenkins master (but perhaps it exists on some agents)
