After upgrading to the above versions of Jenkins and Role-based Authorization Strategy plugin, and enabling Restrict project naming -> Role-Based Strategy our seed job is not able to create folder/jobs.

I even made all "authenticated" user to be admin on this test cluster, but still no luck.
