Users with hudson.security.ExtendedReadPermission are unable to view config history

      Hi,
      I noticed quite strange behavior, which is counterintuitive. 
      I have installed plugin which gives me possibility to use `hudson.security.ExtendedReadPermission` (https://plugins.jenkins.io/extended-read-permission/), sadly, users who have this permission attached are unable to see config changes.

      In my opinion, it has no sense because they can still view configuration via `View Configuration` task (`Configure` for users with higher privileges).
