link from update center to changelog

      The Jenkins change log is only linked from the update notification at the top (AFAIK). With the recent rework of the update manager UI it might be very useful to have an always visible hyperlink to the change log website next to these already existing menu items.

      That might make people check for recent changes even when there is no update notification.
