The Debian lsb_release output in the Debian unstable repository changed to include a Release field in Oct 2022. The value is n/a. The platform labeler does not create labels that include an embedded '/' in order to avoid the types of problems described in JENKINS-64324. Thus, with a "Release" field of "n/a" and a label that stops at the first "/" character, the release is incorrectly listed as "n". That would cause an agent labeled previously labeled Debian-unstable to be incorrectly labeled Debian-n.

Modify the platform labeler plugin to report the release as "unstable" when running on Debian with an lsb_release reported value of "n/a"
