ctubbsii it is an implied dependency , not an explicit dependency. See the "What's this?" pop-up text for a more detailed explanation of the implied dependencies.
The build alias setter plugin is up for adoption. It has no current maintainer. It was last released 7 years ago. If it is important to your installation, then you should adopt the plugin then follow the steps described in the "Improve a plugin" tutorial to create a new release that requires a much newer minimum Jenkins version.
The implied dependencies are not an issue for the WMI Windows Agents plugin. The other plugins need to update their minimum Jenkins version in order to avoid the implied dependency.
