The Build History only seems to show the time zone info when it is overridden by a user preference/config (for example: "Dec 9, 2022, 11:45 AM PDT").  Otherwise it doesn't use a format that provides the time zone when it is using the default setting ("Dec 9, 2022, 11:45 AM").  This makes it unclear what the time zone is for the date, especially for anonymous users who rely on the default system setting.

Could this be modified to always and consistently show the time zone regardless of whether it is using the system setting or a user preference?
