Note that we have a normal agent 'Jenkins-debian'slave' that was updated with the latest agent.jar and that has a compatible version. I have fixed this issue.  Problem was that the latest version is incompatible.  I checked the changelog for the swarm plugin and the remoting version had been bumped in v3.38

• Bump Remoting from 3071.v7e9b_0dc08466 to 3077.vd69cf116da_6f (#502) @dependabot

I looked down the list and v3.37 had the version I needed, i.e. 3071.v7e9b_0dc08466 

So, In the advanced section of managed plugins, goto 'Deploy Plugin' and copy in the url and deploy.  Now the versions are in synch
