This plugin https://plugins.jenkins.io/keep-slave-disconnected/ wasn't updated recently.

      I think this is the reason why it install deprecated plugin https://plugins.jenkins.io/windows-slaves/ as dependency.

          The maintainer of that plugin has not been active in the Jenkins project for many years. It has only 60 installations. They are not likely to respond to your request.

          So, plugin works great and in latest LTS it is not related to WMI Windows Agents.

          I think this should be integrated into mainline, because it actually work like users expect - if you click "disconnect", then node should stay disconnected
