Plugin package contains all dependencies (including Jenkins core)

      Expected: the .hpi file only contains jars specifically needed for this plugin

      Actual: the .hpi contains all dependencies, including Jenkins core and multiple plugins

      Introduced in version 8.0.0, though 7.0.0 may also contain unnecessary jars (total size is 16MB).

      This bug also caused https://github.com/jenkins-infra/jenkins.io/issues/6060
