Starting with Maven 3.9 there is a new environment variable MAVEN_ARGS that can be used to specify command line arguments e.g. -ntp -B -V globally.
It would be very useful if this variable is supported by Jenkins (Manage Jenkins -> Configure System -> Maven Project Configuration) too.
