JCasC - Retrieve secrets from GCP Secrets Manager

      Currently this plugin does not have an implementation for the SecretSource API (https://www.jenkins.io/doc/developer/extensions/configuration-as-code/#secretsource)

      This is required to be able to resolve the credentials in JCasC.
