The attached error is displayed when a user (with permission "Job>Configure" enabled on "Project roles" section from the role-strategy-plugin) selects the Build Toolkit from a free-style job or from the pipeline snippet generator.

Workaround to avoid this error: downgrade the teamconcert plugin from v2.4.2 to v2.4.1
