when you selected a plugin for install and then searched another one it would mistakenly disable the install button even if you didn't decide to install another plugin.

introduced in https://github.com/jenkinsci/jenkins/pull/8025 where the install button was sometimes not enabled correctly, as discovered by https://github.com/jenkinsci/acceptance-test-harness/issues/1284
