Jira cloud plugin doesnt use PROXY settings

      I have set proxy settings in Jenkins (Advanced settings for plugins), also proxy env variables are set. But Jira Cloud Integration plugin doesn't use them, test connection fails with 'connection timed out', our networking admin confirmed that jenkins sending direct call without proxy.
