timeformat of builds is confused.

      in my user preferences I have my timezone set to `Europe/London`

      looking at an old build I job in the build history sidebar I see a job with a timestamp of `16 Feb 2023, 16:06 BST` and in the Job page `Build #2 (16 Feb 2023, 16:06:32)`

      However this is just nonsensical - BST does not exist in in February - so the time displayed is wrong - it is like it is always formatting in UTC+1 and ignoring any zone based DST.

      when looking at the build console you can see that it did infact start at `16:06 UTC` and not `16:06 BST` which would be `15:06 UTC` should BST exist at this point (as BST is UTC+1).

      when not in DST the timezome acronym should be GMT.
