Add option to toggle zero based y-axis offset in charts

Due to the offset of the stacked trend area graph, the graphic is misleading, thinking that the one type of error does not occur. The behavior is also not entirely intuitive, since it is not clear, for example, whether when stacking, the large issue numbers come first and then the one with the small issue numbers, and thus the largest is always cut away, or whether there is a fixed order.

I'm not sure if I can follow. The history chart axis starts not at zero. Is this the problem?

Ah right, I thought the colors were reversed, since 37 > 1 and I would have expected the block with the 37 to be larger in the graph. But the y-axis was only cuted.

I understand the idea behind it, so that you can still see small changes with a high number of warnings, but I think that doesn't make sense with a stacked area chart, because you now think that the one warning type is not present.

From there it would make sense if:
Option 1) The stacked area chart is not truncated.
Option 2) The stacked area chart is changed to a non-stacked area chart.

I think another option would be to make the cutting of the axis configurable (or more intuitive).
