I can find no way to add local users to Jenkins when using the Role-Based authorization plugin. We are using the SAML2.0 plugin for user management, so there doesn't appear to be a way to do this. This is a dealbreaker for our Okta integration as we currently have many local integration accounts that are not on the Okta backbone.  I've looked around for guidance / alternative plugins but there doesn't seem to be anything that I can use. Any suggestions?
