Given the cloud `test1`  `manage/cloud/test1/configure` is the URL where you would rename. https://github.com/jenkinsci/jenkins/blob/master/core/src/main/java/hudson/slaves/Cloud.java#L334 that will lead to 404 after submitting the form since it would use the old name and not the new one.
