Discussions in the 2+2+2 Java support plan Jenkins enhancement proposal have reached agreement that we should warn the administrator 12 months prior to the end of support of a Java version and then we should warn them again with more emphasis 3 months prior to the end of support.

That change should be backported to 2.426.1 so that we have the same warning period in Jenkins LTS 2.426.1 as we do in Jenkins weekly 2.430
