The Build History and Build Queue widgets should use the same visualization when there is nothing to show. In Jenkins 2.439 the Build History shows "No builds" in bold and in a gray area while the Build Queue shows "No builds in the queue." with standard font. I would prefer the styling of the Build Queue.

These widgets also behave differently when shown in collapsed mode.
