The email seems to fail when the domain name of a user has a hyphen
for instance, I have set to email a default list of users along with the build requestor. I never see any errors and it always works with the exception of one use who's email address has a hyphen, i.e.
when an email with a hyphen is the build requestor, they are entirely ignored. No error message is generated, and no email is sent to them.
Looks like JavaMail won't allow a hyphen in the domain name: https://github.com/jakartaee/mail-api/blob/bf2bfc18c0d2b9b3f57417203c2a462a3a94a7de/api/src/main/java/jakarta/mail/internet/InternetAddress.java#L1418
