User missing Job/Configure permission when viewing job configuration

      When the bitbucket-branch-source plugin is used in combination with the Role-based Authorization Strategy plugin, this plugin throws the following error when viewing the configuration of a repository inside of an Organization Folder:

      "$user is missing the Job/Configure permission" (where $user is the username of the currently logged in user).

      This happens even if the current user has that permission, and even if the current user has the 'admin' role.

      Steps to reproduce:

      1. Install the Role-based Authorization Strategy plugin.
      2. Install the Bitbucket branch source plugin.
      3. Create a new Organization Folder with a "Bitbucket Team/Project" repository source.
      4. Navigate to a repository inside the Organization Folder and click "View Configuration."

      This causes the error message shown in the attached screenshot.

      I have a fix (which works in my environment in PR #822).
