[JENKINS-72928] not sending notification email when node status changed

I have jenkins 2.462-jdk17 and this plugin version 1.19 and get no notifications when a node goes offline or online.

I have tested the mailer plugin configuration (https://plugins.jenkins.io/mailer/) by sending a test mail and it works.

I recently created a new version where I fixed an issue about sending mails if the controller state changed. Could someone with this problem here verify that it is still present?

stefan_spieker  I am still having the issue where the node is offline and I have not gotten an email.  I updated my plugin to Mail Watcher PluginVersion1.20  and attempted to test.
