Allow users with Overall/Manage permission to configure the bitbucket scm provider details

      Overall/Admin is currently needed to setup config files globally.
      Pull request -> https://github.com/jenkinsci/bitbucket-branch-source-plugin/pull/846

      Based on JEP-223, this operation does not allow users to escalate permissions and it's not related to security, so it qualifies to be accessible with the Overall/Manage permission.
