When our DSL job gets triggered, it scans the branches and the PR of our repository. For PR whose base branch is at the latest available commit, nothing is done:

However, for PRs whose base branch is not at the latest available commit, it triggers a rebuild:

How can disable this behavior, not rebuilding PRs when Jenkins is restarted or the DSL job triggered? Thanks
