After upgrading Jenkins to 2.440.3 and upgrading Active Choices plugin from 2.8.1 to 2.8.3 we started seeing the below issue in our pipelines.

If any job is added with Active Choices Reactive Parameter and if the Referenced parameters field of the parameter is kept empty, then the parameter will show spinning icon forever and it will not allow the user to select the value for the parameter.

Below screenshots show one example job where there are 3 parameters in the job.

1. environment, this parameter has no referenced parameters.

2. site, this parameter has referenced parameter as environment.

3. target_options, this parameter has referenced parameter as environment and site.

Now when we expected the pipeline using build with parameters option, the environment parameter will show spinning icon forever and will not allow the user to select the value for this parameter. The same configuration was working fine with Active choices plugin version 2.8.1.  

Please fix this issue.
