Once JENKINS-73121 is complete, update the prototype branch of jenkinsci/maven-hpi-plugin to remove <maven.compiler.release>17</maven.compiler.release>, then submit the pull request toward the default branch. Once it has been released, update jenkinsci/pom and jenkinsci/plugin-pom with the new release.
