Active Choices Plugin double-HTML-escapes characters when run in Groovy Sandbox

      Jenkins 2.440.3, Active Choices Plug-in Version 2.8.3

      Given a very basic parameter config, the value that should contain "bar && asdf" will be rendered as "bar & amp; & amp; asdf"

      will become

      this issue does NOT appear when "Groovy Sandbox" is disabled for the parameter.
