Once a sufficient number of critical plugins have migrated to a core with Jetty 12 EE 9, then support for Jetty 12 EE 8 can be dropped from the test harness. Create a PR to merge the jakart branch of the Jenkins test harness into the default branch. Once it has been released, update Jenkins core with the new release.
