The bundled commons text API plugin was updated to 1.12.0-119.v73ef73f2345d in Jenkins 2.463 and later as part of commit f983c8ac6a .

Backport it to Jenkins 2.462.1 so that we deliver the most recent release of the bundled plugins since that is the most actively tested version in the plugin bill of materials and is the version that will be installed by the setup wizard.
