The bundled bouncycastle api plugin was updated to 2.30.1.78.1-248.ve27176eb_46cb_ in Jenkins 2.465 and later as part of commit 53bbf728522.

Backport it to Jenkins 2.462.1 so that we deliver the most recent release of the bundled plugins to avoid scanner complaints and to include the version that will be installed by the setup wizard.
