The bundled workflow step api plugin was updated to 678.v3ee58b_469476 in Jenkins 2.467 and later as part of commit 57569071c.

Backport it to Jenkins 2.462.1 so that we deliver the most recent release of the bundled plugins to avoid scanner complaints and to include the version that will be installed by the setup wizard.
