Badge plugin configuration section not showing in System settings

      I don't see a Badge Plugin section under Manage Jenkins -> System as described in the docs. This is the case for versions 1.9, 1.11, and 1.13.

      I do see this section for plugin version 1.8, where this feature was introduced. I didn't see anywhere that this was deprecated - I presume that's not the case?
