Amazon EC2 plugin is unable to terminate instance

      When an spot instance is in idle state and no jobs are running even though Idle termination time is exceeded, plugin is not able to terminate the spot instance. 

      After terminating one instance manually, all other spot instances are terminated. This is affecting the jenkins performance along with increase in aws cost.
