Use plugin in Jenkinsfile and not in Jenkins Controller UI

      The Persistent Parameter Plugin definitively mathes my goal, many of them on the internet proposed "manual" solutions to do what this plugin does simply.

      I just want to ask:
      how do I create a persistent parameter for my pipeline in the Jenkinsfile and not in the Jenkins Controller UI?
