Jenkins Okta integration slowness in login

      SAML plugin version - 4.464.vea_cb_75d7f5e0

      Our Jenkins uses the SAML plugin to delegate authentication to the IDP Okta.

      As we click on the app for the single sign on or authenticate okta by jenkins url, the time it takes to log in & redirect to Jenkins URL is more than 40 seconds. 
      Users have to wait around 1 minute to get into jenkins, we need to solve this high latency issue for jenkins to log in using SSO with SAML plugin.
