Add configuration for template instance minimum

      We would like to have the abiility to always keep a minimum number of nodes available for a label but still be able to scale up to the template cap when there is a high demand. This is because our nodes take time to configure and sometimes we hit capacity limits in our tenancy. The benefit would be that we would always have a node for the label even if there was capacity issues.
      This feature appears to be available for azure as pool retention policy
