What and why

A system administrator should have a possibility to set an announcement banner that is visible on top of any page. This is often needed to announce maintenance upgrades or outage or other service incidents.

This was probably possible in the past via User Interface HTML editing (unless the title of this page is inaccurate).

Current state

Currently, the announcement banner is visible only on the main Jenkins page, rendering it useless when someone accesses e.g. the build status page.
