When radiator view page opened, the page header are hidden also. user are not able to click "enable the auto refresh" link to enable auto refresh.
And There is a "Page Markup" plugin ( http://wiki.jenkins-ci.org/display/JENKINS/Page+Markup+Plugin ) which will use the header section to display important messages in all pages.

So it will be better that there could be a global configure option to enable the header/footer display, and also an option to enable auto refresh the radiator view page.
