Active choice parameter goes not get populated on initial load

      Active choice parameter goes not get populated on initial load. after changing Referenced parameters and back, it dropdown shows up.

          If you are referring to the bottom (last) parameter clusterToBuildVM in your script, namely that it does not populate on initial load, but does populate when you activate DataCenterToBuildVM, which is directly above it in hierarchy, then this appears to be exactly the same as the issue I reported: JENKINS-75194 possibly also JENKINS-75129
