Remoting ssl certificate handling for -cert and -noCertificateCheck has problem

      When using `https` in Jenkins, there are two problems,

      1. -noCertificateCheck is not taking effect in WebSocket agent
      2. -cert "$CERT_DATA" is not working in both WebSocket and TCP agent (workaround is to pass the trust store)

       

      Seems is like there regression, this patch has information
