Can not restrict job by owner

      Context:
      I have created a Project-B project folder and set the owner of that folder as chuan.lai, in that folder there are some projects (image 1)
      I have a Node-A node and set restrict Configure>Node Properties>Restrict jobs execution at node (image 2)
      Problem:
      Node-A still executes jobs in Project-B project folder
      With the above setting, Node-A should not execute jobs in Project-B project folder
