This number is wrong if one of the monitors in https://github.com/jenkinsci/jenkins/blob/22ae41dd79fd18530cb18c86b528a47e403758c4/core/src/main/java/jenkins/management/AdministrativeMonitorsDecorator.java#L118-L125 are active.

Making claims about the number of active monitors, while these TODOs remain unresolved, is wrong.
