global tools configuration does not have the latest version for owasp dependency check

      dependency-check-jenkins-plugin 5.6.1

      In the global tools config, JENKINS_SERVER/manage/configureTools/ the latest version that it shows in the drop down for dependency-check is 11.1.0

      I'm not sure if this started around the time that they moved from
      https://github.com/jeremylong/DependencyCheck
      to
      https://github.com/dependency-check/DependencyCheck
      and some config has to to be updated somewhere to track this change.
