Issue Description

When a build fails before the Warnings tool executes (after a prior successful build), multiple warning tabs appear.

Example:
This occurs with AcuCobol Warnings (Warnings NG's built-in tool).

Reproduction Steps

1. Run a successful build where AcuCobol Warnings parses the static report.
2. Modify the Jenkins configuration to let the next build to fail before AcuCobol Warnings executes.
3. After the failure, refresh the UI → multiple AcuCobol Warnings tabs and tables appear.
